I have a fully pumped hot water/central heating system with the Hot Water Cylinder located in an airing cupboard on the first floor with the boiler located in the kitchen (Ground Floor)

I would like to move the Hot Water Cylinder to the utility room which is located on the ground floor and thereby freeing some space on the first floor. I realise that doing so will mean extensive plumbing but the whole house needs a re-decor anyway.

Is there any reason why this cannot be done? I would appreciate any advice.

No there should be no problem with moving the cylinder as you want. As long as the header tanks stay at their current height everything will work fine. After all, it is only the same as a bungalow with a bathroom in the attic space.
