Hot Water tap on bathroom basin slowed to a dribble

Over the last week the HW tap on the bathroom hand basin has slowed to a dribble. I took the tap apart and found nothing wrong. Opening the stop valve slowly to max and it still dribbles out so there must be a blockage in the pipe or the stop valve is blocked.
The bath tap is fine so a blockage in the pipe seems unlikely.
Do the rotating ball type stop valves seize up? It opens and closed normally.

Hi Kevin
I would suggest taking that ball type valve off, and having a look. These valves have a surprisingly small bore, and anything could end up causing a blockage.

The valve is perfectly alright.
