How can you Paint on Porcelain Tiles? Advice and information on tiling and fixing tiles to a variety of surfaces

I want to paint a design on porcelain floor tiles and then seal them before use. I have tried investigating paints for use on porcelain (and what is required in order to use them) and sealers for post painting but I am not convinced i have found the correct products.
