How do I drill into a melamine shelf for mug hooks?

Sorry, I know this is a bit basic but I am useless at DIY.

I am replacing some old white melamine shelves in my kitchen with similar (but shiny new) ones, and I want to hang mugs underneath them.

So I presumably need to drill starter holes under the shelves in order to be able to screw mughooks in?

Will I be able to do this without the melamine splitting, and if so how?

This project doesn't mention melamine (I think the shelves are chipboard coated with melamine) - is the principle the same?
