how to I get a bgmvsp-23 actuator unstuck in mid position. (I think this is my issue, but I don't know for sure)

I've checked my boiler and it seems to be working.
I've checked my Hive and it seems to be working too.

The problem is the boiler does not heat the central heating unless I first put the hot water on at the boiler.
