How to turn water back on after system drained

Hello, I’ve just moved into a flat and on every water appliance is a note reading “do not use water system drained down”. The flat runs on a water cylinder storage tank. I’ve twisted both valves above the tank as far around to the open position as possible (and switched on the pump beside the tank), waited approx an hour but still nothing is coming out of the taps and the toilet is still drained. Any advice on how to get water back into the flat would be greatly received thanks.

Hi blxsmth,
Somewhere in your block of flats there will be a mains water stopcock for your flat. You just need to find it, try looking under the sink, in a fixed cupboard or maybe in a communal service cupboard.
