Is exposed underfloor electric cable a problem?

Is it an issue for some of the underfloor heating cable to be exposed like this? It's about 8 inches under a kitchen cabinet.

Does it need to be fully covered by adhesive?

Any advice greatly appreciated!

Yes, I would cover it. For the sake of a bit of glue and a tile, it's not worth leaving it exposed. Firstly the heat will build up under the unit with that much exposed element. Secondly it could get damaged, even if hidden away most of the time.
