Lead paint question for redecorating window sills with lead paint

Hi,

I am currenly decorating and on the window sill some of the paint has started to chip/peel off the top and the rounded front edge.

I have tested all paint in the house (60s build) and the window sill base paint (underneath the gloss top coat) which is a bluey colour has tested positive for lead.

I am trying to look for lead encapsulating paint for sale in the UK and done seem to be able to find any.

Is anyone able to advise where this can be purchased?

My plan is to remove the loose top paint (which doesnt contain lead( where very loose by using a decorators knife and safely wipe with a we cloth and bag and dispose.

I then plan on applying the encapsualtion paint on top of lead base pain (where exposed) and the exisiting non lead containing top coat.

I will then fit upvc winow sill covers on top.

With young children in the house I think this is the safest approach, unless anyone can advise of a better plan?
