I am converting our garage into a habitable room. Want to have 4 double sockets and six 50w spotlights. The easiest way to get power into the room is from existing consumer unit, through the wall. Ideally 2.5mm single cable. Is it allowable to use this cable for a radial circuit and spur off a lighting circuit from it to service the 6 lights via junction box / switch? If not what is the best way of doing it? Appreciate it will have to be checked by qualified electrician in due course.

Using a switched fuse connection unit (FCU) you can easy reduce the lighting supply to the 5A that many light fittings are rated at.
