loft Inspection and Work for Habitable Space

Hello I am looking to buy a house that has a loft conversion these are the things that need done for it to be brought up to standard can any one give me a rough estimate for this I no it will be hard as no one can inspect it but was hoping some one can give me a rough estimate

1 . For the attic to comply as an apartment the following points require attention: -
a. A smoke alarm wired to the electrical system must be installed and be suitably located in the hall of the top storey. The smoke alarm must have a standby supply complying with BS 5446: Part 1 : 1990.
b. The stair serving the house accommodation must be in a protected enclosure providing at least 30 minutes of fire resistance for integrity and insulation.
C. All apartments require to be entered directly from a protected enclosure providing at least 30 minutes of fire resistance for integrity and insulation.
d. The stair must have clear headroom of at least 2 metres measured vertically from the pitch line of the flight or the surface of the landing, extending over the whole of the required width.
The two doors currently across the protected enclosure at first floor level require to be removed.
The eaves of the roof must be provided with ventilation so as to give the equivalent of 25mm per metre run.
g. The ridge of the roof must be provided with ventilation so as to give the equivalent of 5mm per metre run.
The ceiling and walls require adequate insulating material.
j. A minimum air gap of 50mm must be provided to the sloping roof construction between the insulation and the roof covering.
k. Alternatively, if the attic is to be used for storage only then the following would be required:
a.a. All fixtures and fittings relating to the use of the attic as an apartment must be removed including heating appliances, socket outlets, telephone pointsr furniture and carpets etc.
2. An Electrical Installation Certificate must be completed by an electrician or other competent person and returned to this Department for any alterations to the electrical installation in the property. You may use the blank copy enclosed with this letter.
