Loft Insulation In Limited Space 1957 Bungalow

Hi I would like to ask about insulating my 1957 built bungalow. The problem is I would like to floor my loft space with chipboard panels so I can use it for storage for all the things I don't need ! However I would also like to insulate it first, the problem is I only have a 75mm space to fit the insulation in, I know I could use those plastic legs that B and Q sell to create a bigger gap but I dont want to loose all that space and smash my head on the roof. Would it be feasible (and safe) to tack 25mm tile batten to the roof trusses to increase the gap to 100mm ? I have no insulation at the moment as I had to remove the fibre glass wool as the previous owner had insulated underneath it with wads of old newspapers and this was obviously a fire risk.
