new bathroom suite

Have just had a new bathroom suite fitted and called someone in to check to make sure the work complied to bld.regs, but found that no earthing was visiable, and that it would need to be so or actually confirmed earthed before being passed.
I have the bathroom contraters coming back but can you confirm when it became law that bathroom fittings had to be earthed as pipe work it metal mainly(even if the original suite wasn't all earthed due to the age of it).

As I assume they should have earthed the suite by law?

ALL EXTRANEOUS METALWORK IF SERVED BY COPPER PIPE
WORK AND NOT REPLACED WITH PLASTIC MUST BE SUPPLEMENTARY BONDED.
