No hot water from taps but cylinder is hot?

So, looking for some help on a problem I've been having the 6 months since I bought my house.

Hot water cylinder is heated via boiler, solar thermal or immersion heater. The solar thermal controller could show say 58 degrees at the bottom of the cylinder, however when I run the hot tap or a shower the water comes out cold, luke warm then cold again. Remains cold, no matter how long you leave it on for. This is the same no matter what heated the water. Immersion heater is slightly better because I think the thermostat has gone and it overheats... to the point the pressure release valve opens and water comes gushing through the tundish. I will be replacing this.

House is about 10 years old, I've had 2 plumbers out and neither could find a solution.

The system is at the correct pressure (1.5 BAR), it was at 0.8 so I repressurised it. No change.

Thermostat for the boiler is set at 70 degrees, solar cut off is set at 60 degrees. I have a 180L Tribune Cylinder.

Anyone have any ideas why this could be? Tired of boiling the kettle to do the washing up and cold showers!!

Have you checked that the pressure of the hot water combining out of the hot water tank is the same as your cold mains pressure?
