Oddity in Drywall Found Curing Damp Issue

I removed some plaster and skirting boards in an area which has seen a bad damp problem and came across this curiosity... Anyone know what it is? Underneath there seems to be a block of mortar which is wet and malleable...
The area around it was dry walled but this seems to just have been plastered over.

Looks like a very old tap. I would gently remove a bit more plaster & investigate. But go gently.
