Ok to bury water pipes and tile over?

i asked my builder who was renewing my kitchen floor to put in a channel for water pipes but what I got was a trench straight down to bare earth - the floor effectively stopped a foot short of the wall and has the water pipes in it, including my mains water.
My question is, is it ok to bury the pipes and tile over them. If so what do I bury them in, sand or concrete and do I need to wrap them first? Anything else I should be doing?

Hi jan.I
Water board regs specify that you are not allowed any joins in buried pipes - do check. Suggest you fit foam insulation on the pipes before you cover them with a weak concrete mix.
