Old Cottage With Small Windows and Fire Regs?

Just got back from looking at new wooden windows for a c1850 cottage and have been told that new windows have to conform to Fire regs and be at least 450mm in any one direction and minimum of 0.33 Sq.M

I have a window that need replacing and the existing is approx 400mm Sq = 0.16 Sq.M. The wall is approx 600mm thick. I understand the importance of fire regs but surely I don't have to almost triple the size of an opening.

So, apparently the existing doesn't conform but that's ok because it's the existing. But if I change it it must be a bigger window and conform or I don't get a FENSA cert.
