Old paint found after removing wallpaper

Hi all, I’ve been removing wallpaper and it has revealed old paint that is flaking in areas. We are planning on painting the walls.

My question is do I attempt to remove the old paint? and if so what should I use?

Suggest you scrape off loose paint using a thin blade scraper e.g. a filler knife, sand down the wall and paint. If you expose bare plaster the first coat should be a mist coat.
Wear a mask when sanding so you do not inhale the dust.
