Painting a Conservatory

I have my conservatory painted professionally every 5 years, it is due this year which will be the third time, however, every year the paint on the bottom half blisters and peels and I have to repaint this area myself to ensure rain and bad weather does not damage the wood. I don't know why this happens as the correct paint is used which allows the wood to breathe. Should some kind of undercoat/primer be used? I can't remember what the weather was like when it was last painted but if it was wet or damp could this have made a difference?

The failure of the paint on the lower parts is probably due to the end grain of the timbers not being sealed when the conservatory was erected.
