Peeling wall and soft concrete outside en-suite

Hi, the paint around the bottom of an extension which houses an en-suite inc toilet, shower and sink (built before us), is peeling off, the concrete is also soft in places. There is a drip from a gutter screw above but the ground always seems really damp even when it is dry in summer. Not sure where to start identifying root cause, any advice appreciated! Pics attached.

First thing I would check is the drain the down-pipe runs into, I had a damp patch on the wall of my lounge adjacent to an external drain, when I checked it (downpour umbrella) it was holding water.

Thanks Kevin! sorry if this is daft question but is the drain likely to be near the down pipe, would a plumber be able to locate?
