Pergo laminate floor with underfloor heating -how much float

How much movement or float is acceptable when installing laminate over underfloor heating? Should an adhesive be used to stabilise the materials?

We are having a laminate floor installed over 'underfloor heating'. The substrate is concrete and a moisture barrier was laid first. Heat matting was applied next then a thin membrane before the floor.

The floor seems to move or bounce around the laminate joins. Is this acceptable? (no glue was used after the heater pad was laid.) :?:
