Pipe Thermostat Settings in Multi Fuel Heating System

Hi, advice needed please. I have a multi fuel heating system, recently it has been producing lots of hot water but the radiators have not been getting hot. What should the settings be on the 2 pipe thermostats fitted ? I have checked the pipe temps and they are 76 surface temp on the flow and 70 on the return surface temp. The pump is in the cellar directly below the fire and the cylinder is in the loft. The pump does sometimes kick to pump hot water around the system but only if i fiddle with thermostats settings and these settings that make it work seem very illogical !
