Planning not Needed for External Steps but Needed for Decking and Stairs

we`ve been told by planning office that we don`t need planning for steps up to our patio doors.
But planning req for decking and stairs.
my question is,,can i put a landing on the top of stairs by door.and if so how far out can i come'
