How do I plaster over ceramic tiles?

You don't as a rule although it is possible. Having said that I'd be surprised if there were any professional plasterers happy to plaster over tiles.

Remove them first.

There is a product on the market - Thistle Bond-it, that u can roll onto the tiles, then skim over, however it will not give as good a finish as ripping the tiles off, making good the wall with bonding coat, then re skimming the area needed. Hope this helps.
