What Would be the Reason for a Loose Brick in New Build House?

Help required. I'm looking at purchasing a new build house, built by a small developer. However when viewing the property it has a loose brick to the side of the house (see picture). Anyone know why that would be the case?

The brick is a few bricks down from the Flue.

Why not ask the developer? He has an interest in answering as he wants to sell. looks rather too deliberate to be human error to me, looks like it's left there to keep animals out.
Do let us know what he says please.
