Will This Brick and Mortar Hold my Weight?

I need to know something about the strength of brick and mortar. My flat, 60 feet up, needs an improvised emergency fire escape. I have rope but can I tie it through this hole safely? I weigh 230 pounds. Climbing down in a big hurry I could kick off against the wall on the way down, pulling on the bricks. Will this bit of parapet be strong enough, or will it break and let me fall?
Here's a close-up if you can make out the bond under the paint. I'm not sure, myself.
