Damp Patch Visible Through Bathroom Floor Tile

This damp patch appeared several months ago on an ad hoc basis but now seems permanent. I've had a plumber advise that it's nothing to worry about but it doesn't seem right. The ceiling of the room below is fine which suggests it is not a leak (right?) but it's the annoyance / not knowing factor. It is near the water supply pipe but the pipe seems to run away from where the patch is. The pipe has got a green tinge which I've read up on & suggests reaction to copper & water mix. Could the damp be a result of sweating, although I cannot say I've noticed wet pipes or sweaty toilet! Any ideas welcomed. Thanks
