Is this a damp problem in new home and If so what kind?

Hi, I'm new to this and looking to buy a new home and do it up. Apologies if this is a really basic question.

This patterning is in several places around the house. Its an old 1960's council house. Any help IDing the issue will be really appreciated.

it could be mortar on the wall ties, causing the problem, hire a fibre optic camera and drill the cavity to check.
