Damp Ground Floor Round Edges Near the Floor and on External Walls

Hi, I bought a house not so long ago and I'm start doing the living room now. 3 of the wall in the room are outside walls. The room had carpet in it. The humidity in that room always 60-64. The room is around 4x4 meters. The middle outside wall that is joint on each end by their outside walls has the worst damp. The other 2 walls have it half way. The pointed the middle wall on outside as in between 3 layers of bricks the mortar was in bad condition, missing or falling off. Please see images attached. If the issue was the pointing how long do you think it can take for the walls to dry out on the inside? As you can see there are a couple of cm of some material that is falling apart at the end he of the walls. Can you explain what is the top layer on top of the what looks like house foundation? Is it is falling off can it be replaced with cement mix? Thanks in advanced for you help it is highly appreciated as need to finish the room in 2 weeks before xmas or I am dead!
