Mortar or Sand for Concrete Flags Under Shed

Hi,

I'm extending an area of concrete slabs which is currently around 9x7 to 12x8 for a replacement shed, so not a huge area.

I'm using more flags for this and planning on digging down for about 50mm of subbase. My question is whether I need to use mortar for bedding or could just use sand or a dry mix of sand and cement.

Its in an awkward area so would rather do without getting a mixer there and haven't done this before.

Also, is a Wacker plate necessary or is hand tamping with a rammer okay.

Any thoughts and advice greatly appreciated.

I would use a dry mix of sand and cement about 50mm thick
