Noisy Neighbours and Blocking Sound With Loft Insulation Blocks

Hiya was just wondering if loft insulation blocks would be effective in blocking tv noise from a neighbour? He has his tv on a wall bracket close to the ceiling and I can hear everything in my front room and bedroom.
