How to Switch off Immersion Heater That Keeps Running

Hi,
I have just moved into a new house. There is a combi boiler in the utility room which I have set up on the timer on and is working as expected.
Upstairs in the airing cupboard there is also an immersion heater, this however seem to run constantly pumping and heating water. I cannot workout how to switch this off, I have turned the thermostat down but it continues to run. There is also a mains switch which runs down to the tank which when I switch this offer it does not seem to do anything....
The only way I can switch it off is by turning it off at the fuse box which also turns the combi boiler. This is obviously not the correct thing to do, however I don't want it to run up a big electricity bill when it is not required.

Ideally I want to switch it off and only use the combi boiler which should be sufficient as there is only two of us living in the house.

Any suggestions?

Are you sure it is a combi. Combi boilers do not require a hot water cylinder?
Any pictures could helpful
