Is White Fluff in Loft Space Damp Related?

Apologies if this is a repost

I have some white fluff in my loft, not sure if its damp or mould related, but it doesn't seem to match anything I found on Google, and I just want to know if its a problem or if I can just brush it all away, any ideas?

Hey all

Since I got an answer on another forum, I thought I'd share it here in case anyone else finds this. It seems it is cavity insulation!
