Blocked Oil Boiler Air Vent - What Does This Mean?

Had my boiler serviced yesterday by a new heating engineer ( previous guy who serviced the boiler for many years kept promising to come out but after two years I finally gave up ). The new guy pointed out that the air intake pipe had been disconnected and the air intake flue packed with fibre glass and finished off with a kitchen foil wrapper!!!
Any ideas why he might of done this. The engineer was non comical and pointed to an air brick saying that would stop carbon monoxide problems. Should I be concerned?
