electric isolation valve

My mum lives in a row of attached houses. The next door neighbor has receintly had an electric isolating valve fitted to make it easier to shut off the supply in an emergency. When their washing m/c or dishwasher are operating the pipes start banging. Both neighbors have complained but the offending housholder is not bothered.

It seems the problem in next door. Is their a simple fix?
