Oak Skirting Boards and Architrave Turning Black

Hi All.

Five months ago I had fitted Oak Skirting and Architrave in my living room and hallway. It is now turning black in both locations (see pics). There were no previous signs of damp in my bungalow with concrete floors and there are no signs of damp on my wallpaper or flooring.

What is the issue and how can i resolve it? I have a newborn baby and don't like the idea of damp or a fungi growing. Also can i repair this without having to remove the skirting and risk destroying the wallpaper?
