New Tiles in Hall, Kitchen and Dinning Room and not Sure What to use Around Edges? Advice and information on tiling and fixing tiles to a variety of surfaces

Hi all,

I've had my hall, kitchen and dining room tiled, however the tiler hasn't filled the edges on the skirting and around the stair-case. He said this is a job for the decorator, now I am doing the decorating myself and wondered if it needs to have Decorator caulk, silicon or should it be grouted?
