Damp Under Skirting Board in Living Room With Solid Concrete Floor

Hi.. I have a solid concrete floor in my living room. Noticed last year a few bubbly bits on the mdf skirting boards, but wasn't too concerned.. However, I'm due to decorate so had a closer look.. I now realise they're bits of 'rot' (if that's what you call it on mdf).. When I pulled the carpet back to investigate, I realised that it was wet, not damp, but wet, around the edge.
This seems to be the case on most sides of the room on different places.. There are no pipes or anything nearby.. The concrete around the edge is bare, the rest has, what I believe are asbestos tiles.. Some of which were broken and removed before I moved in..
Hope someone can help as I'm in a real stress over it

Probably lack of DPM (damp-prof membrane) under the concrete. If it was a leak, I suspect the damp would be more localised, however, look outside anyway for any potential causes. Otherwise, a (possibly only temporary) measure would be to water-proof the surface (small job) via appropriate paint/treatment or possibly re-screed, ie remove some concrete, install dpm and re-concrete/screed.
