F22 Error on EcoTec Pro 24 Boiler

Our boiler has stopped working and is showing a F22 error, which seems to indicate that the water pressure is too low. All the guides state that it is easily fixable by slowly opening the valve underneath on the external filling loop to raise the pressure slowly to around 1.5, however our boiler does not seem to have an external filling loop. The picture in the link below shows the current pipe setup underneath the boiler:

I tried the two blue taps but they did not effect the pressure at all, is there something obvious I am missing or should I be calling a plumber?
