Decking Query and Joist Layout Question for Spa

The area im looking to make is approx 4.2m square, and i have about 7.5" depth. This includes the decking thickness.
The ground below it is already paved and ill just leave that as is.

What im looking at doing is to create my framework approx 6" thick, sit in on top and level it up off the floor.

My question is, in order to support approx 1000kg of weight, which configuration would be better?

Option 1, use 6x2 joists, full lengths running in one direction with noggins between to tie them together? 60cm centres

Or

Option 2, use 3x2 joists, full lengths, in 2 layers, top layer at 90 degrees perpendicular to the lower layer? 60cm centres

My thinking is with option 2, the full weight is transfered from the top layer and spread over the bottom layer. Am i right or on the wrong path here?
