Rendered and Infilled Patio and Wall Drainage Problem

We have an issue with our patio wall.

Our patio is raised level and was infilled with rubble by our builder. A wall was built with breezeblocks around the edge with centred steps. The patio was slabbed then wall was rendered and painted. All this was carried out by builder and plasterer (not us!).

We have continual problem with drainage. No drainage was put in other than two plastic pipes at low level on front wall.

Our issues are:
- Slabs which are green and wobble;
- Rendered wall bubbling, paint flaking off and generally feeling damp;
- No drainage.

I enclose pictures. Looking for advice on solutions.

A retaining wall is better with a proper drainage system at the back of it.
It would also benefit from a coping on top to prevent rain getting in from the top.
Render can often have problems when used on garden walls.
Was the hardcore well rammed down before the slabs were laid?
