Gas Pipe from Main to House for Drive and Landscaping

Hi All,
I'm looking for some sound advice, I'm about to have my drive landscaped. As a part of the work I had a trench dug to run the electric cable from the house to the garden wall to supply power to the electric gate we are having installed. I weas told by electrician the cable had to laid at a depth of 600mm to confirm with the regulations. That's not the problem that's all been done. The problem is while digging the trench we found the gas service pipe to the house at a depth of 100mm. Occurring to the HSE the depth should be 450mm. I contacted Cadent Gas and asked them to come and install the pipe to the correct depth as stated by the HSE and they have told me I will have to pay for the work to be carried out as the depth of 450mm is just a guide line. Is the depth that the pipe has to be laid not covered by any regulations I've tried google without any success.
