Vented Direct Telford Combination Tank

Hi all

I have this Telford combination tank for hot water:

It's giving me lukewarm water only to the taps. I just wanted to check how this thing works and ask for any advice before calling a plumber in case I'm being an idiot. I've just moved in to a new place so am figuring out things as I go along, as the water was off when I got here.

The top section both feeds cold water to and acts as an expansion tank for the lower main heating cylinder which has a single immersion element in the bottom of it. The pipes for these operations are integral to the tank as far as I can tell: the cold feed goes from the bottom of the feed tank to the bottom of the heating tank, the expansion from the top of the heating tank to the top of the feed tank.

There is a mains supply pipe, and what I presume is an overflow pipe, both connected to the top of the feed tank.

There is a hot water feed to the taps at the top of the heating tank.

There is another feed from the bottom of the heating tank that connects to the same overflow pipe from the top of the feed tank, via a valve with a red tap. Turning it doesn't do a lot. Is this an isolation/draining valve? Which way should it be turned for normal operation?

Other than that, any tips for trouble shooting would be appreciated. The immersion element is powered on an economy-7 type circuit. I get lukewarm water in the morning.
