Very Noisy Drain Pump (bomba) in Spanish Bedroom

Hi All,
I got a problem with the air conditioning system in an apartment in Spain.
Two aircon units were fitted in December last year.
Upon returning to the apartment this July and using the units,we noticed that the pipe that drained the water from one of the units was just literally pouring over an outside balcony to the property below(the apartment is 1st floor).
We contacted the installer who suggested we bought a plant for the balcony and feed the pump into that!!!
This we did, but there is too much water produced and flooding occured after using the aircon.
So the installer fitted a drain pump to the aircon unit.
This is very noisy and as both units are in the bedrooms and both units make a loud noise this situation is unacceptable.
The installer says there is nothing they can do to reduce the noise.
This has been a very bad installation ,and another installer was puzzled why the units were not positioned so as to drain into the apartment drain thus avoiding the need for any pumps in the first place??
Please can anyone tell me if it is possible to have quiet pumps replacing the existing ones .They also seem to activate even when switched off.
Any advice would be appreciated
