Reading a Water Meter in Deep Hole? All aspects of plumbing questions and answers, help, tips and information

My water meter is under the pavement outside my house. It is at the bottom of a very deep hole. It needs cleaning to be made readable, and I guess some sort of telescope and light are needed to view the display. How does the water company read meters situated like this, and how could I do it?

Incase you do come back to look clean meter dial with sponge/ cloth on stick use camera take standard pic zoom in read meter. If not clear zoom in take pic do this until you get readable image. If AMR meter it read as the meter reader drives past he/she doesn't open pit
