We followed the advice of the plasterer he re-skimmed the living room of an old Victorian house. We put on a dilute coat of paint (1:4) and allowed to dry out completely before proceeding with the normal paint coats. We didn't use PVA to seal the plaster as they said it wasn't necessary on new plaster but the ceiling has now got a lot of air bubbles and the paint has come away.
How do we resolve this? Do we sand back and apply a straight coat of PVA before re-painting? Or do we apply a coat of paint/PVA at a 1:4 ratio?
Can anyone advise?
