leaking Inaccessible Stopcock That's now Covered by Porch

Hi, Last year i had a new stopcock fitted outside the house - it's only purpose was to to isolate the outside tap. The stopcock's position is about 20cms down a 10cm pipe. Other than the tap the rest of the stopcock mechanism is encased in concrete. I've since built a porch around it and now it's inside the house but its slowly leaking. Fixing the leak looks nigh on impossible without digging up my new porch. So, given that i can still isolate the outside tap via the street stopcock is it possible to pour some kind of sealant into the pipe that will stop the leak permanently? I'm using some flomasta sealant initially but this is described as temporary. Is there a more permanent solution?
