Heat Sink for Under Floor Heating

Hi,
I am going to be building a timber lodge as a temporary home during a development. This will only be allowed for maybe 2 years, probably less.
I want to use under floor heating.
Because of the temporary nature of the build I would prefer NOT to use a solid scree. So, can I use sand?
My 'plan' is to fit a wood base of plywood, then 3x2 spars. The pipe would be fitted to the base 'set off' by an inch or so. The space would then be filled with sand (or other suggested loose material) packed tight. Final surface to be a plywood floor..
Would sand work? Best type? Would something else be better? (other than a solid) Is there a brick made with grooves for the purpose? Or purpose made insulation with ply directly on top?
