Building regs needed for Velux in loft storage space?

We are selling our house and have been told by the buyers' solicitors that we need to provide building regs approval or Fensa certificate for the Velux windows in the loft space, which we had converted a couple of years ago. However, we were told by the installer at the time that we would not require these as the loft is used as storage only and not as a living space (ie no proper staircase or anything). Can anyone confirm whether we should have got building regs or Fensa certificate for this project? Otherwise we will have to pay for an indemnity policy. Many thanks.

Check with your local council building control dept Helen, we are pretty sure the installer is right.
