Concrete Floor and Movement Next to Heating Pipes

I dug out concrete from around heating pipes as there was some movement when stepped on. now I've notice theres more movement from the floor next to the heating pipes. it looks crumbly underneath the floor and next to an old pipe in the floor is where it seems unstable to.

Do I just dig out this moving bit and repair some concrete?

Any advice would be gratefully received
