Hi
So we moved in a year ago and the back garden has a border wall with raised bed/soil on the other side. Guessing they slapped some paint on to sell as it's now peeling off in sheets. Did they use the wrong paint?
I obviously have to strip it back but because there's soil on the other side I don't think the wall will ever fully dry out. So I need a solution/product to paint on either as the paint, or before whatever paint goes on.
Could anyone suggest something? Ideally a suitable paint that doesn't need a base layer beforehand but the main thing is to achieve a long lasting paint finish.Also, when is the best time to complete this.... guessing dry as pos?

Also, there are patches of rust showing through some parts of the render/paint, could i just prime these small areas with something before painting or would I need to treat and add render?
